"This paper analyzes the potential for development of direct-to-home satellite broadcasting services in the context of the government's broadcasting strategy, with particular regard to the equalization of services thrust in that strategy. It draws heavily on information provided in submissions received in response to a call for public comment on direct-to-home satellite broadcasting in the Canada Gazette, as well as further details provided by departmental officials who reviewed the submissions. The particular focus is delivery of direct-to-home satellite services prior to 1990, with some discussion related to longer-term DBS planning"--Executive Summary.
