"As part of its Rural Communications Program, the Department of Communications requires detailed information on the geographic distribution of households in rural Canada for the purpose of costing broadcast and CATV delivery, options. The Department of Communications has assumed that it is possible to represent rural Canada as comprising large areas of similar household distribution. Within one of these large areas it should then be possible to define a cell which is representative of the large area"--Introduction.
