"Community information centers fall into the category of distribution-oriented sources of information. However, in a sense, they are more than a source of information. They provide an index to other distribution-oriented sources of pragmatic information within the community. They are secondary sources for the resources of the community rather than secondary sources for the resources of a library. Community information centers thus fulfill the important function of indexing and abstracting information sources within a community as well as collecting information as a primary source"--page 2.
