"This report analyzes the results of the second year of a two year program aimed at improving oil spill countermeasures on the Pacific coast of Canada. During Year I, two high risk areas were identified as warranting further study. In Year II, oil spill scenarios were formulated for both of these areas in an effort to identify potential improvements in response capability. Two workshops attended by individuals representing U.S. and Canadian government agencies and private contractors were convened to imitate the decision-making process that would ensure following major oil pollution incidents. Subjects addressed were response organization, resource protection, equipment deployment, dispersant application, logistics, manpower requirements and cleanup costs. Observations pertinent to the improvement of response capability on the Pacific coast were subsequently identified and included in the report"--Abstract, page i.
