"This Canadian Table of Frequency Allocations allocates the electromagnetic spectrum between 9 kHz and 275 GHz, (275-400 GHz is unallocated at this time), and is based on the provisions of the Final Acts resulting from the various World Administrative Radio Conferences, convened by the International Telecommunication Union (ITU) until 1990. The Table is intended to respond to Canadian domestic spectrum requirements, consequently it reflects the Department of Communications' spectrum allocation and utilization policies developed through public consultation procedures. It will be noted, therefore, that the Canadian Table differs, where necessary, from the ITU Table"--Foreword.
