"The initial aim of the authors of this study was first to prepare seven informative, instructional videotapes aimed at workers, promoters and other people active in community radio, and second to make a general interest film that would arouse an awareness of community radio and promote it among various communities as well as the general public. While this is still our intention, in order for the first stage of our project to take shape, we undertook a written study of the status of community radio in Canada, more specifically in Quebec"--Foreword.
