"This study is concerned with evaluating the potential allocative and distributional consequences of liberalizing restrictions on reselling and sharing - recognizing the implications of alternative background assumptions regarding interexchange competition and rate rebalancing. Allocative consequences primarily encompass considerations of efficiency. The relevant policy question in this regard is whether resources would be allocated more efficiently (in both the short-run and the long-run) under a liberalized reselling and sharing environment"--page 2.
