520 |a"Over the past 20 years public concern for the environment has increased dramatically in New Brunswick, Canada, and throughout the world. In Canada, this trend is reflected in the growth in the number, types, and strength of federal and provincial environmental regulations. Governments at all levels are responding to citizen pressure to clean up and protect air, water, and natural resources. Increasingly higher standards are being set for all phases of environmental management. The City of Saint John, in step with municipalities elsewhere, is embarking on a multi-year effort to clean up its environs. Through the process of developing its 1989 Strategic Plan, the City determined that Saint John "must achieve a higher quality and more desirable environment". Towards achieving this goal, the City administration concluded that all forms of pollution must be reduced"--Introduction, page 1-1.
