"This study touches upon the complex considerations affecting the use of FM Subcarrier transmissions licenced in Canada as Subsidiary Communication Multiplex Operations (S.C.M.O.). It describes proposed programming services for S.C.M.O. as well as the compromises encountered by broadcasters when initiating such transmissions and the legal and regulatory inconsistencies which are a stumbling block for those who wish to utilize this form of "broadcasting""--pages 1-2.
