"It is now recognized widely that many of mankind's activities have impacts on the environment. Whereas one may argue from an abstract point of view that nature cannot be improved upon, not all impacts are harmful to mankind’s interests; some may actually enhance the environment for our purposes without harming the natural system. However, many activities do have harmful impacts that are deleterious to the environment, and it is increasingly important that these impacts be assessed"--p. 3.
