"This report is the second of three primary deliverables of study #13, Radio Frequency Spectrum (RFS) management program evaluation: "survey designs". Specifically, this report outlines the research design for study #4 of the evaluation assessment which calls for a survey of licensed users of the radio frequency spectrum. The survey of licensed users represents an integral part of the evaluation of the Management Program, as vital pieces of information related to a number of key evaluation issues are not stored in existing data bases.
