"Environmental concerns relating to fugitive coal dust emissions from rail transportation have been recognized for many years. This report summarizes various studies by government and the coal producers in western Canada on air quality impacts and various mitigation measures. The use of chemical dust suppressants, applied on loaded coal cars at the mine sites is recommended as the most practical control technology to minimize fugitive coal dust emissions. Cleaning of empty rail cars a t the terminals is recommended as the most practical measure to minimize dust emissions from empty trains.
