"The purpose of this document is to provide DOC management with an appreciation of telecommunications in rural areas of Canada by describing the current situation in these areas, and by defining the nature and magnitude of problems in the rural context. It is also intended to identify order of magnitude costs involved in the application of presently used technologies directed towards overcoming some of those problems which are identified. The document establishes the broad ranges in which policy decisions might be required, and identifies areas of activity necessary for the development of policies pertinent to meeting the telecommunications needs of the rural population"--Introduction.
