"Recent changes introduced in the Radiocommunication Act and in the understanding of the federal Environmental Assessment and Review Process have identified the need to deal with the environmental impacts of the radio regulatory activities of the Department of Communications. The purpose of this study is to determine the nature of environmental impacts associated with radiocommunication systems and associated antennas and to make recommendations on how best to implement the requirements of the federal Environmental Assessment and Review Process (EARP) within the spectrum management activities of the Department of Communications"--Executive summary.
