"For the purpose of this report, we have, defined Big Science as those projects and programs which are too large to be handled within the budgets of our established granting agencies. One cannot draw a hard and fast line, but projects exceeding $25 million over a period of five years or less currently strain the capacity of our existing processes and, therefore, qualify as Big Science"--Introduction, page 2.
