"The purpose of this Paper is to examine the problem of rising costs and prices that has emerged in the past few years; to outline some of the possible causes of this upward price pressure; the range of policies that can be used to combat it; and to propose a combination of policies that should improve our ability over time to employ fully our human and physical resources while, at the same time, maintaining acceptable price and cost behaviour. This Paper will serve as a basis for further consultations about this program with the various economic interest groups and the provincial governments"--Foreword.
