"This report presents the results of a research program concerned with the relation between organizational decentralization and telecommunications in general and with specific reference to the Canadian Government Telecommunications Authority. The first chapter reviews some of the literature on decentralization and telecommunications and notes the importance of telecommunications media to effective organizational functioning. Chapter two focusses on the communications alternatives which currently exist for GTA and which might come to exist in the very near future. A central theme is that to exist particular media are useful for particular purposes given a particular set of constraints. A main recommendation is that GTA should take a more active role in indicating the necessity for early involvement in the relocation or reorganization process, as well as in the distribution of information and assessment of satisfactions pertaining to effective use of communications media. Chapter three presents an extended inventory of existing and prospective teleconferencing alternatives, while chapter four reviews some of the existing literature concerning communications utility and effectiveness for particular media. Chapter five reminds us that we must always consider the goals whose achievement these media are to facilitate in choosing from among the growing array of alternatives.
