"Changes to global conflict in recent decades have been seismic in nature. Whereas armies once faced off against each other very intimately on linear battlefields, the very rules of war have changed. Warfare in the 21st century is increasingly characterized by the blurring of lines between the states of war and peace; aggressors appear willing to employ insurgency, subversion, acts of terror, and covert action in parallel with conventional tactics to achieve their objectives.
