"Individuals who are speech-impaired experience specific problems in accessing telecommunication systems, services and devices. Technical aids which are now available can provide communicative potential for some speech-impaired individuals. These technical aids and telecommunications aids may facilitate access to telecommunication systems for the speech-impaired. This study investigates the specific needs of the speech-impaired population and the role which various telecommunication systems services and devices may serve to foster independence, employability and community integration of this population. The nature of speech impairments, their prevalence and the types of technical aids and telecommunication systems which are available are discussed. Case histories of speech-impaired Canadians are presented with recommendations concerning their communication needs. The perspective of professionals concerning the accessibility and adequacy of available technical aids for the speech-impaired is also addressed. Recommendations which reflect the identified needs of the speech-impaired are provided for the purposes of policy formation"--Abstract, page i.
