"This study addresses the question of tariff objectives, and their relationship to the tariff, of Maritime Telegraph and Telephone Company Limited within a framework of optimal resource allocation. The tariff is the price list for the different regulated services provided by the Company and the tariff objectives are the goals and principles which provide the rationale for the tariff. The study develops a decision-making framework for the regulatory process in Nova Scotia which will provide an explicit rationalization of the allocation of resources being made to the telephone system and which will provide an ongoing assessment of the system's performance.
