"Between 1969 and 1980, expenditures by the Canadian pulp and paper industry for pollution abatement amounted to about C$ 661 million. As a result of these measures, in 1980, 72% of Canadian production was in compliance with federal regulations governing the discharge of BOD (biochemical oxygen demand) in liquid effluents. However, at the same time, only 25% of Canadian mills were in compliance with the federal toxicity requirement. There has been considerable change in the Canadian pulp and paper industry over the last one or two decades to improve the compliance status of Canadian mills"--Background, page 1.
