"Censuses are the cornerstone of a country’s demographic measure. Census data are vital for planning public programs and services to the population and for scientific research. Although the intent of a census is to paint a comprehensive portrait of the population, in reality, it is hard to do a complete enumeration. According to the United Nations Economic Commission for Europe (UNECE), “census designers and administrators must keep in mind that no matter how much effort is expended, complete coverage and accuracy in the census data are unattainable goals"--Introduction, page 6.
