"The present background paper offers a brief overview of the Temporary Foreign Worker Program (TFWP) and the International Mobility Program (IMP) in the aftermath of the June 2014 reforms to the TFWP. It also outlines some relevant policy considerations, such as labour market considerations, pathways to permanent residency, and the role of compliance and enforcement mechanisms. This paper, however, is not intended as a direct comparison of program parameters before and after the June 2014 reforms. Nor does it address the measures announced in response to the coronavirus disease 2019 (COVID‑19) pandemic"--Introduction, page 2.
