"What economic policies will foster the optimal flow of inventions and innovations in farm machinery? To help answer this question, this study attempts to define some of the problems associated with technological change in farm machinery. Basic data on the identity of the inventor, the process of inventing, the role of innovation in competition, the effects of new machinery on agriculture, and on how all of these are changing over time -- this information is presently not available to the decision-maker, who must decide on economic policy"--The Problem In Its Setting, page [1].
