"The Correctional Service of Canada's (CSC) mandate is to provide correctional interventions that allow offenders to learn behaviours and skills that will facilitate their safe return to Canadian communities as law-abiding citizens. Upon admission to the federal correctional system, all offenders undergo an intake assessment which is designed to assess their risk and needs. During 2007-08, there were over 5000 new admissions to federal custody. The cost of the Offender Intake Assessment process reached approximately 17 million dollars"--Executive summary, page ii.
