"Portions of northeastern Ellesmere Island and eastern Axel Heiberg Island were designated by Parks Canada as natural areas of Canadian significance that merit protection under the national parks system (Parks Canada 1978). In the original concept, the Ellesmere Island portion was to represent the glacier-covered highlands and the Axel Heiberg Island portion would represent the biologically more productive lowlands. In May 1980, Parks Canada requested the Canadian Wildlife Service and the Canadian Forestry Service to evaluate the natural resources of eastern Axel Heiberg Island"--Introduction, page [1].
