"A measurement program was undertaken with the objective of providing engineering design data on excess path-loss for a land-mobile satellite system operating in the 800 MHz band. In the suburban and rural areas which could be served by such a satellite system, multipath fading and shadowing by terrain obstacles were the main phenomena to be characterized. In the absence of a suitable satellite source, various simulation methods were used. Measurements of deciduous foliage attenuation gave a value of 0.29 dB per metre of foliage depth. At a source elevation angle of 15 to 20 degrees the mean signal attenuation in shadowed locations was 7 dB, with less than 10.4 dB at 95% of the locations in the test area. Measurements of fading statistics in unshadowed locations, using a conical log-spiral antenna, showed the diffuse multipath signals to be typically 11 dB below the direct component. Measurements of the combined effects of fading and shadowing over 50 km of rural roads showed that excess-loss margins above minimum quality of about 14 dB would be required to provide service to 99% of the locations at 200 elevation angle.
