"Many Canadians are under the impression that this country enjoys high levels of voter turnout. In the postwar period, turnout for federal elections has been approximately 75 percent, with limited fluctuations occurring from election to election. Common wisdom has it that this rate is commendably high. As the studies in this volume demonstrate, however, this is a misconception. In seeking to come to grips with the underlying reasons for the relatively low Canadian figure, and with how the turnout rate might be improved, three separate studies on this issue were commissioned as part of the research program of the Royal Commission on Electoral Reform and Party Financing"--Preface, pages [xvii]-xviii.
