"R. Kenneth Carty was asked to carry out a comprehensive survey of the local associations of the three traditional parties and of two of the newer parties — the Liberal Party of Canada, the Progressive Conservative Party of Canada, the New Democratic Party, the Reform Party of Canada and the Christian Heritage Party. The aim was to elicit the views of local officials and to assess the capacity of local associations to absorb the changes in candidate selection, party finance and other areas that were being proposed by a variety of groups and interveners at Commission hearings.
