"In 1972, the Northern Canada Power Commission applied to the Yukon Territorial Water Board for a water licence for hydro-electric development on the Aishihik River. Shortly thereafter, the Fisheries Service, Department of Environment, presented a brief to the Water Board requesting that the application be held in abeyance until an environmental impact study of the proposal could be made"--Introduction.
