"The government’s largest operating cost is its staff-personnel spending accounts for roughly 60 per cent of the federal governments operating costs. While parliamentarians receive volumes of data on personnel spending in the Estimates, the Public Accounts and InfoBase, that data cannot readily and quantifiably address questions on the growth drivers of personnel spending and its components, and which departments are driving this growth. To help parliamentarians address these questions the PBO has built a Personnel Expenditure Analysis Tool (PEAT) and summarized its key insights in this report"--Executive summary, page 3.
