In the circumstances of its historical development and in its relation to other parts of the economy, however, it is clearly more akin to the recognized secondary industries such as textiles and the metal fabricating industries than to those branches of Canadian manufacturing, notably pulp and paper, sawmilling, and base metal smelting and refining, that are engaged in the primary processing of the country's crude materials largely for the export market.
