"The purpose of these Guidelines is: to define Council's interpretation of comparative advantage of production under section 23(2) of the Act, and; to detail the framework which will be used by Council to satisfy itself that an Agency has given due consideration to the principle of comparative advantage of production when allocating additional quotas for anticipated growth in market demand; in the absence of another mechanism as developed by the Agency and approved by Council"--Purpose, page [2].
