"The following chapters present an analysis of the existing requirements for disclosure in this country and in the United States. They include observations on the properties of corporate information and on the probable benefits and costs which might be encountered in any scheme of expanded disclosure. The paper does not deal with that very large body of corporate information which is disclosed to government but not to the public. That issue, however, is canvassed briefly in the Appendix, for there is a unique relationship between the government's secrecy about its own operations and the scope of corporate disclosure"--Introduction, page 2.
