"Government transportation policies have been basic factors in influencing the economic development of Canada and in determining the relations of the Dominion with the provinces. At the present time, because of the very extensive financial interest of Canadian governments in the transportation industry, its problems and requirements have a direct bearing on public finance. With this in mind, the Royal Commission on Dominion-Provincial Relations requested Mr. R. A. C.
