Low Doppler target detection in ground clutter / by John S. Bird.Co24-3/7-1397-1985E-PDF

"This report presents evidence that a significant portion of ground clutter as seen by a stationary step-scan radar possesses a long-term stable coherent component. It is shown that knowledge of this component can be used to provide subclutter visibility of low-Doppler targets, and also to provide some target identification capability. Experimental data from an S-band phased array radar for different terrain types, seasons, and windspeeds are presented showing gains up to 25 dB. Detection-performance curves are presented for both conventional and coherent clutter processing techniques"--Abstract, page 1.
