"The need for a complete census of western Atlantic harp seals was reiterated at the October 1976 International Commission for Northwest Atlantic Fisheries (ICNAF) meetings. A census was subsequently completed in March 1977. This report outlines the design of the aerial survey, the field operations, data analyses, and the resulting estimates of pup production for western Atlantic harp seals in March 1977"--Page 3.
