"Landings of flatfish (exclusive of the halibuts) in NAFO Divisions 4VWX remained at comparatively low levels in 1986 relative to those obtained in the late 1960's and early 1970's. However, it is doubtful whether this reflects decreased stock abundance. It was therefore concluded that there were insufficient grounds to suggest a change in the existing total allowable catch of 14,000 t"--Abstract, page 2.
