"During the period 1969-1970, the Canadian Government attempted to control inflation by the application of restrictive monetary and fiscal policies on the one hand, and by an attempt to establish an incomes policy relying on voluntary guidelines on the other. Both of these policies are predicated upon two different, but not necessarily inconsistent, views about the causes of inflation. For monetary and fiscal policy to work, prices and/or wages must be sensitive to demand pressures. The costs as well as the benefits of these policies depend upon the demand sensitivities of wages and prices, since the extent to which unemployment rather than reduced inflation is the result of the policies and the amount of unemployment required to achieve a given reduction of price inflation both vary inversely with these demand sensitivities"--Introduction, page 1.
