"This manual was prepared by Mr. J.L.P. McIlhinney, Computer Programmer, and Mr. M. Krol, Systems Analyst, and approved by Mr. W.J. Ozga, Head, Data Control Section, Applied Hydrology Division. It contains a detailed description of the FLOW magnetic tape file of historical daily discharges and also detailed instructions and an explanation of the computer programs for the storage and retrieval of these data on the CDC CYBER 74 computer at the Department of Energy, Mines and Resources, Ottawa"--Introduction, page 1.
