"This review is an attempt to consider the way in which Canada's manpower programs can (and might) affect prices and incomes. The legislation creating these programs arose in a particular context that was in many ways similar to, but not identical with, current concern with inflation and unemployment. Manpower policy can have a number of possible objectives: the programs could be aimed at equity matters, at stabilization of the economy, or at allocative considerations affecting economic growth, and it could try to tackle any one of these objectives, or several, or all of them"--Introduction, page 1.
