"In response to issues raised in a report by the Pembina Institute, commissioned by the Association of International Automobile Manufactures of Canada (AIAMC), the Minister of Environment tasked the Oil Gas and Alternative Energy Division (OGAED) of the Environmental Stewardship Branch at Environment Canada to work in collaboration with industry to make recommendations to the Minister of the Environment on a path forward with respect to four fuel quality parameters related to on-road gasoline and diesel. These parameters include sulphur in gasoline, deposit control additives (DCAs) in gasoline, lubricity in diesel, and cetane in diesel. The Minister specified that the recommendation should be in the context of harmonization with the United States, and in the context of environmental and/or health benefits. OGAED established a government-industry Fuel Quality Technical Working Group (FQTWG) to develop the recommended path forward, which includes Health Canada, other government departments and industry stakeholders"--Introduction, page 1.
