"The primary objective of this report is to describe and classify those Departmental projects which help Indians and Métis move into the economic and social mainstream of Canadian life. More specifically, it examines programs utilized by Indians and Métis which are carried out under: the Agricultural and Rural Development Act (ARDA); Prairie Farm Rehabilitation Administration (PFRA); NewStart; Fund for Rural Economic Development (FRED); operation of the Regional Development Incentives Act (RDIA) . The presentation of these data is chiefly in tabular form, and makes up the bulk of the report"--page 2.
