"The purpose of this paper is to outline a development framework for Ontario over the medium term, taking into account the current fiscal environment nationally and provincially, and the changing directions of provincial government strategies in Ontario. The intention is to provide a framework within which the government can take, or test, decisions from the point of view of Ontario's economic development.
