"The paper will consist of three main parts. The first will contain a brief review of the kind of efforts which have been made in Canada in the past to reduce regional economic disparities. This part will conclude with a brief description of the current policies and programs. The second main part of the paper will outline the analytical and planning process that is evolving as a basis for applying the current regional programs of the federal government. The final part of the paper will discuss a few of the more difficult questions and issues which are involved in any serious attempt to reduce regional economic disparities in Canada"--page 3.
