"The policy review conducted by the Department of Regional Economic Expansion in 1973 was associated with a considerable degree of optimism over the long-term development opportunities apparent in all provinces and regions of the country. The opportunities were largely a reflection of the perceived distribution of economic potential among the regions, and among nations, that prevailed prior to the mid-1970's.
