"This report on national standards in education by a Working Committee of the National Advisory Board on Science and Technology, addresses the need for national standards in Canadian education and training programs including standards of excellence which reflect the highest achievement. … Three areas of focus are addressed in the report: testing programs; apprenticeship programs; and aspects of organization and jurisdiction. The Committee has consulted widely with experts in education, business, labour, governments, and relevant associations to determine whether testing and apprenticeship programs contribute to the development of national standards of excellence and of a strong skills and knowledge base in science and technology. In addition, the Committee has assessed whether there is a role for a national education structure and whether such a structure would assist in driving national standards of excellence"--Executive summary, page i.
