"The three elements of Canada's retirement income system are public (government-administered) income programs, occupational (employer-sponsored, public and private sector) pension plans and individual retirement planning (including RRSPs). It is widely recognized that these arrangements have failed to provide adequately for a significant portion of today's elderly. While the roles and attributes of the three elements differ considerably, occupational pension plans have been subject to particularly strong criticism.
