"This study begins by presenting recent data on parents' participation in the labour force and the use of early learning and child care services in Canada. It then examines the federal government's role in early childhood education and care, including its key actions in this area. Then, given that Quebec's system of educational child care services is the most developed in Canada and that the federal government has indicated that it could draw on it to create a national system, information is provided on how it works, how it is funded and what impact it has on children's development and on the employment rate of women in Quebec.
