"Past experience and observations have demonstrated that conversion of virgin or agricultural lands for urban and industrial uses may greatly alter the natural drainage characteristics and the sediment yield from the affected watershed areas. These changes may produce a variety of undesirable or damaging effects upon the environment not only within the boundaries of a site under development but also throughout the entire drainage system of the basin including the downstream receiving waters"--Introduction.
